One of the most tried-and-true methods for rulers of any stripe to consolidate power and/or press a war is to find (or create) an enemy and demonize them.

However, the most consistently successful method of maintaining an Empire is subverting the established local power structure to your own ends but otherwise leaving it untouched.

The Marshall plan got the job done well in that regard and could have been emulated in Secular republics such as Iraq, however not in Patriarchal Tribal states such as Afghanistan.

Fun Fact: at its geographic height, the Roman Imperial bureaucracy consisted of about 600 people.

Moar funnerer fact: As the Empire declined, the bureaucracy ballooned to five figures. Possibly closer to six than not (exact numbers being impossible to obtain, of course).

To be fair, we're 1) accountable for about 6 times as many people as Rome at its height, and 2) actually somewhat interested in improving their lives.

Easy answer: All senior citizens shall be forced into employment as bureaucrats.

Sure, it's Communism, but so are Old Age Pensions and Medicare. Make them work for it!  :;-(:
