For some reason I like the idea of fighting a bit of the Great War better.  Somehow they managed to make "China bombed us to Hell" seem like a rich and engaging history.

Annex of Canada would be a good mod too.

EDIT: Just drop in the oblivion map, remove the castles and putting a logging community.  Hey look! It's southwestern Canada!

It really isn't, though.  I mean, the display engine might be the same, but that's hardly the entire engine.  Character growth, general gameplay, and combat, especially melee combat, are vastly different.

Oblivion ported to Fallout 3, with the Fallout 3 mechanics?  Yeah, I'd play that.

No, it really is the same engine, you're just not using a proper definition.  Hell, the console codes are almost identical.

Not sure how melee combat is vastly different, as the blocking mechanic is the same and the main reason you can't VATS limbs while punchin' is because weapons have the same Oblivion arc trajectory.

It's not even a proprietary engine.  Although the actual game logic is though, and it really is different between the two games.  For example, Fallout 3 seems to have grid-based movement for some reason (it's a very fine grid, but you can't possibly have not noticed that your character tends to keep moving until they've finished a step).  NPC behavior is different in general, and a bunch of other tweaks have changed stuff.  The main point being, you could try just straight importing maps and characters and items from Oblivion, but they probably will not work correctly.

Now I'll make a joke about how if you imported Fallout 3 weapons into Oblivion, it would be the exact same game.

I would pay up to 5USD for a version of fallout3 with everyone doing funky dances all the time, with appropriate music in the background. No other changes need to be made, but the addition of various other in-game elements (disco balls in vaults, new taunts e.g. "we got a real jive turkey here!" "Call your ma, your pa, and your brother james brown!") would increase the amount i would be willing to pay up to 20USD.

Is the radio music supposed to sound choppy and terrible? On one hand, all the skips and pops sound like my computer is just glitching it out, but on the other hand both my sound cards screw it up in the exact same way. I'm wondering if it's something I should look at in the real world or if Three Dog just needs new turntables.
