Pretty sure that half-tempo BGM is your emulator fucking up.  I don't remember it being anything like that on the SEGA Channel.

Don't talk shit about a console you clearly know nothing about. This is an absolutely dreadful fucking port with terrible music and the Genesis is capable of much more.

Also, it is called Difficult mode, not Hard.

Capcom never seemed interested in doing much outside of rushed ports for the Mega Drive, and so they never really took the time to learn the damn thing's architecture.  Once you learn how to use stuff like, say, the Blast Processor CPU burst cache the system starts stomping most consoles of even the NEXT generation in terms of sprite handling speed.

Konami figured it out.  Oh man, did Konami ever figure it out.

It had two: the Texas Instruments SN76489 carried over from the Master System for producing blips and bleeps and the Yamaha YM2612 for producing what sounds like tinny farts.  If you're Yuzo Koshiro you can combine the two to make something resembling music.  Otherwise you just accept that nobody plays Genesis games with their volume very high.
