I think the most important quality in a candy may be proximity. Hi-Chews may be delicious but I've never even heard of them prior to this thread, much less encountered them in a store. Starburst may disregard subtlety or balance in favor of a hard little chunk of almost-taffy, but at least it's available in any city in a 200 mile radius of my current location.
Speaking of Starburst, Disposable Ninja is correct: pink is superior. Red is too powerful and the sourness yyler complained of comes through too much. Pink has the best balance.
I really like Reese's Peanut-Butter Cups, but they have too many weaknesses: they crush easily, melt in your pocket, get chocolate on your hands, and fester on the shelf. They're prone to developing a greasy circle on the upper surface, and they're more easily compromised by the devil-may-care atmosphere prevalent in the average convenience store. In some sort of perfect-candy afterlife, I'd agree that RPBCs are best, but in our imperfect world, they're rarely the best option.
