Which is actually a deeper argument than you think.  I know CPR, but I'm very bad at it, and it's something you can kill somebody with if you're bad at it.  So now I'm in a lose-lose situation if somebody ever swallows a mouthful of water around me.  It's one of the many reasons I don't allow myself near pools full of children anymore.   :>_>:

I don't care to speak about issues of "should", but it is actually a crime to prevent somebody else from dying. It's called "gross negligence". This legally compels you to, among other things, administer CPR to a person in need of it if you know how. (Which may be an argument against learning CPR, depending on your personal moral outlook.)

that's not even close to true.  The law doesn't force you to help someone.  Gross negligence is when you have training and voluntarily start to help, and hugely fuck it up so things are worse, and it requires a state of mind that implies a lack of care for what you're doing, approaching willful or wanton misconduct or recklessness.

If you see someone getting mugged, or drowning, or injured, there can exist something creating a duty to aid - like, say, if you work at a hospital, and someone shows up hurt at that hospital - but absent that, there isn't some general duty to help people.

Well I'm CPR certified and I'm not about to help someone for fear of breaking their ribs (or slicing up their lungs by having my hands on the wrong spot on their chest so that a piece of ribcage breaks off D:).  I wouldn't actually be held responsible if I DID break someone's ribs, because I'd be doing it to save a life.  You'd be held responsible if you did something like giving CPR and then stopping.  Once you start, you actually are not allowed to stop until emergency vehicles arrive OR (like in my case) it gives you asthma or something.  And also, if the person isn't passed out and they say no to help, you can't legally give them CPR, but the second they pass out you can.
