As a kid, I would have said either Chicken Boo or the Goodfeathers. I really enjoy those in my mind now, and can't think of any bad parts off the top. I guess I'd go with the dog ones, without a list of possibles.

I have to go with Goodfeathers, not because it's not a good gag, but because it feels like the most stagnant of all the one-note gag characters.  Chicken Boo and Buttons and Mindy are pretty close, and Minerva Mink basically existed to launch furry fandom before Space Jam made it go nuclear.

Toss up between Rita & Runt and the Hip Hippos. Rita & Runt would dip the show too far dramatically whenever they were on, and the Hippos were just offensively boring and stupid.

Minerva Mink wasn't terrible, she just was an extended Tex Avery gag that got all of two episodes. Apparently there were animaniacs comics that basically turned into The Minerva Mink Fetish Hour, though.

Also Niku how can you call the Goodfeathers the most boring and one-note when Katie Kaboom is right there.

To this day I have to skip every Buttons and Mindy segment but everything else is fine. The others have some hit and miss but don't make me want to self harm so they are automatically better than Buttons and Mindy.
