As long as we're brainstorming, maybe a character with a choice of several types of moustache? Nothing as bushy or luxuriant as the Mayor and/or his sidekick, but user-configurable between the Dali, the Stalin, the Burnside, the Fu Manchu, the Chaplin, and such.

Another nice point to Longcat is that it can just be palette swapped for Tacgnol later into the game, an old Dragon Quest standby.

Raptor Jesus, Pedobear / Shotacat, Anonymous, O rly, HA! HA! GUY, Peanut Butter Jelly Time, Afroduck, Flying Spaghetti Monster, I Has a Bucket, LOL WUT, Limecat, Staredog, JESUS CHRIST IT'S A LION GET IN THE CAR!, Hamster Dance, Rape Clock, Scared kitty, and ME-tan are candidates for the Bestiary.

All copyrighted characters.

Keeping it down to parties of three per path so enemies don't have to always roam in packs to even out the challenge.

If you want a diverse array of internet monsters, why not take the turn based tactical RPG approach (Shining Force?).  Then you can just put story text panels on top of a wargame engine.  Because if four frames of hero combat animation worked for the Sega Genesis, it's good enough for anybody.

I think coming up with original cannon-foddery enemies (and also bosses, I guess) may be an issue.

Consider a finite plane, whose horizontal axis extends from "Shin Megami Tensei" to "Paper Mario" and whose vertical axis extends from "Mother" to "The Elder Scrolls". Where on this shall our grunts lie?

The Bestiary simply need be culled from Encyclopedia Dramatica. Plenty more to go, no shortage there. The key is to avoid copyrighted characters, real persons, and to target strong or recognizable memes. If The Mayor ever has the option to be a commercial product down the line, we should keep that option open by playing it smart now.

Sticking with the Dragon Quest Battle format allows us to skip character animation (while freeing us to be creative in the descriptions of attacks), keeps the beast animations minimal, and cuts out layers of random terrain complexities.

Onto the second of four minigames: Cooking. Given only ingredients that could lead to FOOD FAILURE. Picture a chef's toque covering the tophat.

I've got a demo for an active-time Dragon Quest battle system around here somewhere.  No character animations, but the monsters have idle and attack anims.

He'd work like one of the first bosses from Final Fantasies 4-7: when he's looking the other way you should attack him, but when he dramatically turns don't do anything or he'll counter.

It takes a lot of different grunt monsters to make an RPG. Even with palette-swapping, I don't think enough suitable original content there to populate this game.
